Major cleanup of wavelength handling and NX_class and other attributes, a modest step towards bringing the format up to date.

Release 0.9 of l_bnl_compress.py

Release 0.9 of l_bnl_compress. The working version of the lossy, but not lossy compression.
This version works to process hdf5 tiger datasets, to produce an hdf5 dataset that can be
processed by XDS. For fast_dp, you need to convert to cbfs with eiger2cbf.
