To account for EoL'ed branches. Also increasing UT test timeout, and disabling the NFP & Service Chain tests since the upstream py27 job consistently does not complete within the timeframe allocated by the OpenStack infra. Change-Id: I458e9ae94559c303c38ba5eebb8ca2e900c8f637

The gate jobs have been timing out recently, which is causing them to fail. This patch skips some of the UTs inherited from the upstream ML2 test class, in an attempt to resolve this issue. Change-Id: Ia34c8bfb5031145ec3b3531fe9c647dee14fb4f9
