• Rework devices to conform to new base classes in instrumentation-kit.
• Conslidate device initialization. Prepare for test usage outside this package.
• Restructure into usim_device module. Use device_kit.
• Additional restructuring to keep instrument interface the same.
• Additional restructuring for scan box simulator.
• Makr the usim_device package as typed.
• Update build action to use reusable workflow.
