This test suite will absorb the existing tests in other test folders eventually. The current changelist is to get started with the test suite in the grpc repo. |

Added a new testing suite with the name New_ATS in the tests folder and updated github workflows to run the tests in NEW_ATS. More details on how to use and how to add more tests will be written in the README.md file in NEW_ATS folder.
