Move url and accession column generation to ingest

Description

Spinning this out as a separate issue from #73

While merging in USVI data with GenBank data, we have been creating new columns url and accession to ensure the link in the node callout works for both data sources. Currently, this column generation occurs during the phylogenetic workflow. We propose moving it to the ingest workflow for simplicity and better align with:

• ingest: add rule to create url column for accessions pathogen-repo-guide#76

I think this was already completed in the merged PRs. I'm not finding remaining work that goes with this issue, but feel free to correct me.
