Investigate a debug recipe that extends the production recipe with extra config options

e.g., NB_GRAPH_PORT_HOST is currently really only useful if we need to access the GraphDB workbench for debugging, and so might not need to be part of the default deployment recipe.

Some questions:

• do we need a separate .env file corresponding to a separate debug Compose recipe? or can we use the same one?
