We need one more flag: GovBan. Account witch such flag should not be able to have a significant role in a governance system.
To recap:

  • Blacklist -- a scam or fake account (not a human)
  • Verified -- a manually verified human
  • GovBan -- account misbehaved and should not have significant role in a governance system.

left few suggestions. Who will be eligible to emit this flag? If there will be a different DAO for it we need more updates
