This PR rewrites the obsolete pre-commit config for rust projects as well as applying them to the current codebase. In addition, I deleted the test coverage github workflow until the structure for tests is clear. I also changed some cargo toml files that use edition 2024, which is unnecessary for the project, reverting back to edition 2021.
