Additional Changes:

Changed postinstall from husky install to husky, inline with deprecation of husky install
Changed declarations to be nested rules (rather than after) in some scss files, inline with Sass Breaking Changes
Added "n/no-unsupported-features/node-builtins": "off" because of our use of localStorage and eslint-plugin-n changes
