Based on #7805, changes
gain-creditsandgain-tagsto use checkpoints and handle:suppress-checkpoint, making it "simultaneous" to gain the tags and the credits. Still doesn't handle the situation of tag prevention having the credits ahead of time, but we'll deal with that when we get some bug reports.Closes #7804
