Licensing fixup

This release sorts out the licensing. The licensing situation in the previous release was unclear due to the inclusion of an MPL license and Apache headers in source code files. In this release, the COPYING file contains the Apache license, and all source code files have an Apache license notice.

Initial release

This is the first public release of mod_authnz_persona. So far we haven't received that much feedback (so there might be a bunch of bugs), but the feedback we have received was mostly positive. Providing a release tarball will hopefully make it even easier to try it out. If you do, please provide feedback through the Github issue tracker of on the mailing list.
