Small clean-up: we enabled this initially when moving to the monorepo a long time ago to avoid some conflicting versions being installed, but over time the need for this option went away, so we can remove it. No versions or modules in package-lock changed, just the dev flag got removed or changed to devOptional in some cases, I don't think it should have much of an effect
