Update issue templates and create issue configuration file

Update the issue templates to create more readable, prettier issue submissions.

The instructions are wrapped in markdown comment tags so they will still be visible to the person submitting the issue, but those instructions will not be displayed in the final bug report or feature request.

Add emojis to make the process a little more friendly and provide some visual context to the instructions.

Add an issue configuration file.

The issue configuration file adds links to discussions, documentation, and known issues to help the person submitting their report.
