#562 Replaced the old whitelist with a VM SKU validator (which was the origin of that whitelist). This validator now runs as part of
GenerateBatchVmSkus.TODO: With this change, this utility no longer "fails". However, it cannot validate the SKUs because the azure account used does not have permission to access the batch accounts, so we need to address that before we commit this PR.
