This PR performs the following:

Refactors and re-arranges build props and targets
Expands SharedTargets support to test projects, off by default.
- Can now use SharedSection for shared-specific test projects.
Updates to net9 SDK
Addresses new analyzer warnings from the SDK update
Moves to dotnet common artifacts (https://learn.microsoft.com/dotnet/core/sdk/artifacts-output)
