process for updating nmdc_api_utilities

We need a process to update nmdc_api_utilities, nmdc-runtime is updated approximately monthly based on NMDC's release calendar.

To address the runtime releases I will utilize the following process:

• Create CI/CD tests that utilize the dev api url. This will be a a timed cron job, ran every other day. The tests will test each endpoint that is being hit in the package. If any of these tests fail I will be notified and will be able to make updates during the week before changes are pushed to the prod url.
