provides regional cty.dat files for within DXCC entities

create another class for handling these?

CTY files in cty-2915:

  • AF_cty.dat: Africa
  • AS_cty.dat: Asia
  • BY_cty.dat: China
  • country.dat: only lists countries
  • cqww.dat: for CQWW?
  • cty.dat: BigCty
  • cty_rus.dat: Russia
  • cty_wt.dat: has comments... lists regions as comments within bigcty file
  • cty_wt_mod.dat: similar to cty_wt, not sure what's different
  • EU_cty.dat: Europe
  • NA_cty.dat: North America
  • SA_cty.dat: South America
  • VK_cty.dat: Oceania
  • wf1b.dat: idk, looks like it's just bigcty
  • wl_cty.dat: idk, looks like it's just bigcty
  • wpxloc.dat: not bigcty format
  • *.DAT: not bigcty format

Looks like cty_wt_mod.dat is what we want to use.

includes comments before the entry with the DXCC entity number, comments within entry for regions within the entity

should be a different class than BigCty

well looks like this won't work out (at least for qrmbot's purposes). should it be kept in for future feature?
