This PR merges the donations feature branch we have been working on with #2979, #2981 , #2994
Adds a Donations page with a list of current and past donors, a donate page with tongue-in-cheek tiers for support and a call to action to donate, and a recent donors component on the global feed.
Part 2 of this work will be implementing user flairs features and options, as started in #2978 and #2988 and the branch ansh/add-donation-flair-settings
