Update ostir to 1.1.2 (bioconda#46443)

* Update ostir to 1.1.2

* Adds Version Pinning (bioconda#46445)

Updates Bioconda recipe to include the pinning introduced since OSTIR was last updated.

At this time OSTIR does not comply with SimVar

* bump minimum python version

* remove LICENSE; it is packaged along with pypi source

* revert to x.x.x
