Update check to see if entry exists in DB. Check on code and system instead of code and to.

Test:
Open intermediary connections and update some connections. Should not add another entry unless you change the code or system values.

This looks good. We may want to keep in mind that there may be a feature in the future that would actually want multiple rems admins registered for a single drug.
