Dependabot doesn't manage our language runtime versions or our load testing dependencies, and I figure this time of year is as good a time as any to upgrade those. I went through the Erlang, Elixir, Python, Locust, and Ruff release notes and it looks like none of what's changed is a huge deal for us.
I'm not changing anything to use the Erlang 27 / Elixir 1.18 standard library JSON module, but we may want to explore that at some point.
Elixir 1.18.1 just came out earlier today, so it may be another day or two before the Docker container exists, but this won't be merged for a while anyway.
