Created GuardianRecoveryValidator structure to start development
implemented proposeRecoveryKey and addRecoveryKey with tests.
When a user tries to remove a guardian that does not exist we revert the tx.
Using uint256 instead of uint everywhere.

Add guardian recovery.

We'll be working on
guardian-recoverybranch. We'll ask for PR reviews when the feature is complete.This PR must be merged together with matter-labs/zksync-sso#52
