Update support for Mastodon v4.3.1

This pull request is to update the Ansible playbook to reflect the upstream changes.

• For RHEL based distributions, switch from ffmpeg to ffmpeg-free due to upstream issue - https://bugzilla.rpmfusion.org/show_bug.cgi?id=7105
• Bump NodeJS from 16 to 20 as 16 is now EoL - https://nodejs.org/en/blog/announcements/nodejs16-eol
• Yarn now utilities Corepack and installation is handled by it from now on - https://yarnpkg.com/corepack
• Rocky does not bundle Corepack with it's NodeJS package and is installed separately - https://bugs.rockylinux.org/view.php?id=5250
• Replace Ruby Rake with Ruby Rails per upstream changes - https://github.com/mastodon/mastodon/blob/main/.env.production.sample#L43
• Remove legacy OpenSSL provider for RHEL9
• Add Database encryption support introduced in new Mastodon versions
