CLI migration script

I think it would be great to add something like a migration script for it, in order to avoid using the UI and doing it automatically in a CLI for existing projects.

This should be able to migrate submodules to soldeer dependencies using a simple command.
Should try to search if a specific submodule commit represents a github release
should just map into a github soldeer dependency otherwise

Could this be done in the scope of the init command? Maybe as an optional flag --migrate-dependencies
