This adds support for parsing block_actions interaction events from Slack. See lsst-sqre/squarebot#33
This is the name of the Kafka topic for Slack block actions.
Rename the "interaction" Squarebot Kafka topic to
`...interaction.block-actions` since we'll have different topics for
each type of interaction.
Add topic permissions for squarebot and templatebot.
Add configmap configuration for Squarebot ("templatebot's configuration
will be in a separate PR).
Squarebot will publish Slack view submission payload messages and templatebot will consume them.
