- Make consumer group a prefix rule because faststream seems to need each consumer to have a different group ID. - Drop access to unneeded topics
This adds [templatebot](https://github.com/lsst-sqre/templatebot) into Phalanx for deployment with the modern Roundtable clusters. Templatebot works with the Squarebot message bus, so it works similarly to apps like Unfurlbot.
