(astropy started failing on Jenkins because it did not want to interpolate dates; I think this is only an issue when running in pytest; it should not affect actual use in production)
when the server goes down, it grinds these unit tests to a halt

In the course of preparing my "in case of obs_lsstSim breaking; merge" branches, I found some test that were failing because of IERS interpolation errors (specifically: astropy started throwing an error when we ask it to interpolate times into the future).
This branch should fix that.
