feat: import Gisborne LiDAR 1m DSM (2023) (#323)

**ODR destination path:** `s3://nz-elevation/gisborne/gisborne_2023/dsm_1m/2193/` This update has filled the nodata areas with DEM values. This was done to make it consistent with other DSM datasets and to avoid creating a complex capture area.
