endoflife.date is not accurate when it comes to new releases: endoflife-date/endoflife.date#5894

This PR will use the cpython repo's tags to sort through and identify the latest stable version

That's just a reference ARG value. You're meant to pass the version in a build arg if you build locally. We don't manually update that default as our ci passes the version in a build arg when it triggers a new build.
