Fix: open Terms modal only if terms were not accepted earlier

Call this Terms acceptance modal less frequently by checking if the Terms were accepted earlier.

• updates yarn.lock after feat: ui-738 improve demo page (stake) #79
• fix eslint import/resolver which appears to be broken after Clean up eslint config #75
