We discussed LockCol in #7716 and stopped using it for the registrations table in #7911. Let's remove the remaining code that uses the LockCol column, and remove it from the database.

After #7935, further work is blocked by IN-10959.

Stop using LockCol in registrations table (#7935)

Alter the `LockCol` column to have a default value, so we can omit it
from `INSERT`s.
