This allow the complex ChIP-seq to run; otherwise the merged_bigwigs key would be *updated* rather than replaced. Not sure I fully understand it without digging through the Snakemake code, but empiricially this is working now

This PR includes additional config files that can be used to run a full-sized RNA-seq and ChIP-seq experiment that downloads data straight from SRA. This uses the full version of the test dataset implemented in #316. Using such real-world, full-size data gives a better test of the customization of the workflows, and this PR also includes various improvements that were made in getting these data running correctly.
