The version of Theia used so far, 1.7, is quite old and it is time to upgrade it. Now it seems like the official theiaide repo is gone from Docker Hub, so we need to find an alternative. There is a replacement build repo set up on quay that we can use until there is something official again. See also theia-ide/theia-apps#496
