Windows version needs MS VC++ 2010 runtime

CHANGE/FIX

  • Display ... when there are too many tags to show in an entry of Main List
  • Display locale's date only when app's language is the same as system's, and not save format to config file
  • Fix mismatch of Date(time) Edit Dialog's format
  • Change Count Label format, show count while searching
  • Better sample in Font Selecting Dialog
