dockerfile: support multiarch image build

dockerfile: support mutli-arch image build.

1. The arm64 image will be built for each component in each PR.
2. Skip pushing images for unmerged PRs.
3. Module the pkg sigs.k8s.io/controller-runtime/tools/setup-envtest to resolve the Golang version issues in the latest version.
