  • TODO: Per CLDR, rework this to treat 46-as-45. I don't know if we're going to get metadata on this, but we could somehow diff 45/46 and from inspection build an alias list.
  • no schema, spec, or data change - just a version bump.

46 is released, there's a simpler schema change (just adding conformsTo). will do.
