Personal Chat 3.0

Redesign of the personal class, Chat 2.1.  Chat 3.0 adds:
- GUI interface using Fox
- Peer-granular authentication, allowing untrusted servers
- Individual rooms
- 2,400-bit RSA by default
- Multiple concurrent logins
