This implementation also adds a bit change of behavior for
debug_list_class_names_and_levels() as previously, it would
return NULL when debug_num_classes == 0. NULL answer is treated
as "OOM" by caller - eg. debuglevel_message().

With this patch though, when debug_num_classes == 0 we are going
to return just an empty string. Which, imho should be correct
behavior.

This patch adds a restriction that target service structure
must be a valid TALLOC_CTX memory context.

I have traced all call paths and at the moment this is the case,
pservice parameter layways gets allocated on TALLOC_CTX.

    We found a crash in SSSD when a tevent signal is freed in its handler, tevent
    than crashes when it access siginfo.

    sig_info is freed in signal destructor:
