I want binderhub to mirror the solution of jupyterhub/zero-to-jupyterhub-k8s#2419 to help keep a dependent image the helm chart reference, like the docker-image-cleaner, updated.

Also, for binderhub, we should have one to automatically bump the chart itself. For that, I suggest a solution outlined here: 2i2c-org/infrastructure#233 (comment)
