Fix java 21 versions by upgrading to Ubuntu jammy #86

Java 21 tags for Ubuntu focal don't exist. Using the jammy version fixes this.

This seems reasonable and I suppose it may be a good time to update to a newer release. Anything that might be a concern here.for existing users?

I see now this also only updates the Java 21 images so probably safe (especially if it just doesn't work right on focal). Any other concerns @enebo?

Sorry for the delay. The change has been pushed upstream in docker-library/official-images#16603 and should be live soon.
