First releas of the Fuel@OPNFV developer's CI pipeline

Provides a light weight Fuel@OPNFV developers CI pipeline.

This first release includes the following:

• Build of the Fuel@OPNFV artifacts
• Automated nested KVM virtual deploy of Fuel@OPNFV
• Automated function test of Fuel@OPNFV
