[JENKINS-52028] - Update Java 10 Docker image baseline to 2.128 to pick Incrementals support #3507

See JENKINS-52028. It picks jenkinsci/docker#694 with Incrementals support and new Master baseline

I have also cleaned up DEBUG logic which has been also upstreamed in jenkinsci/docker#688

Deployed it as jenkins/jenkins-experimental:latest-jdk10-incrementals

Merging to get the patches in place.
Tested them in oleg-nenashev/demo-jenkins-config-as-code#6 , it works well

Hi @oleg-nenashev, sorry I was caught in a meeting therefore could not test it before.
Anyway I have just rebuilt the containers for my easy-jenkins project and update gmacario/easy-jenkins#265 with my findings
