Feat allow skip draft prs

• PR feat: allow to skip draft prs unless ready for review or /ok-to-test is added jenkins-x/lighthouse#1593 to be merged

  • done

• lighthouse-client to be regenerated

  • we need the cronjob from https://github.com/jenkins-x/lighthouse-client/blob/main/.github/workflows/regenerate.yml to be launched

Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
