[JBVFS-223] Introducing VfsUrlStreamHandlerProvider as replacement fo…

…r VfsUrlStreamHandlerFactory.

All modular JDKs use java.net.spi.StreamHandlerProvider instead of java.net.StreamHandlerFactory for URL protocol service lookups.
