1.7.16 for Windows

Changes:

• Add ability to idle while paused and stop player when idle.
• Add --config option to use an alternate config folder. (You must change the port, uuid, and name if you run multiple copies at the same time.)
• Fix crash with some locales on Thursdays.
• Add support for input.conf.
