not pipable on ubuntu 22 and 24

pip cannot find the package from PyPi because of the OS constraint.

Ubuntu 24.04 comes with Python 3.12. Open3D is not yet compatible with Python 3.12, please follow

In the meantime, you can install Python 3.11 on Ubuntu 24.04 using Dead snakes PPA
