After introducing vnc_type as part of the key and apply it to the LB functionality, recirc pkt on the same hypervisor shall perform flow's state changing instead of its ancestor pkts, to be matched with its reply flow tagged with vnf_type "DP_VNF_TYPE_LB_ALIAS_PFX". It fixes the failed basic LB case mentioned in #353 and #358.
