Corrected GDAC support email.
If an email message is unable to be sent, log the failure instead of crashing the application. Fixes #198.

Pins Flask < 2.4 to avoid breaking code with some older libraries which should eventually be replaced. quantities added as requirement, primarily for QARTOD code.
Uses Flask-Session, replacing older Flask-KVSession extension. May fix some login related issues, including #295. Requires that the config variable "SECRET_KEY" is set, or alternatively that app.secret_key is set.
