Add prefer distribution metrics options

Problem to solve

Since v1.74.0, some distribution metrics have been added. It may increase the custom metrics cost of Datadog. I think the gauge metrics are enough for analysis in the most cases.

Add prefer-distribution- options

By default, the gauge metrics are enabled, and the distribution metrics are disabled.

To enable the distribution metrics,

      prefer-distribution-workflow-run-metrics: true
      prefer-distribution-job-metrics: true
      prefer-distribution-step-metrics: true

Remove disable-distribution-metrics option

For consistency, disable-distribution-metrics is removed.
