Including the moodle 404 release in the CI workflow
Additionally removed the 'get_legacy_eventname()' Function since /lib/classes/event/base.php is asking us to.
Function is only needed in moodle-versions < 2.7
Currently the CI checks fail because of:
moodlehq/moodle-plugin-ci#309
